Biography

Germán is a seasoned finance professional with over 20 years of experience in international development organizations, he is the Chief Financial Officer of the Caribbean Development Bank has led transformative initiatives that have resulted in strategic partnerships to mobilize resources, new products offering, enhancement on financial policies, including transparent pricing as well as gaining efficiencies with the use of technology and AI. Prior to CDB, Germán served as Financial Controller at The OPEC Fund for International Development (OFID) since 2013. In this role he provided strategic leadership to culturally diverse teams, oversaw financial controls, reporting and risk management, and advised on governance, asset liability management and strategy matters. He also served on several committees inclusive of the Assets Liability Management Committee. Additionally, Germán has contributed as a member of the Independent Advisory Committee at the World Intellectual Property Organization (WIPO) where he was responsible for implementing robust internal control and risk management frameworks and advising senior management on governance and financial strategy. Throughout his career at OFID and the Inter-American Development Bank, Germán has held various senior roles demonstrating strong competencies in financial planning, budgeting, innovation, borrowing and investment activities. A Certified Public Accountant (CPA), he holds an MBA from the University of Scranton and has completed executive education at Harvard Business School. He graduated from the University of Los Andes in Merida, Venezuela and earned two Bachelor of Science degrees (Public Accounting and International Finance). He is also a Certified Global Management Accountant (CGMA). Beyond his professional accomplishments, Germán enjoys running, sailing, watching sports and playing dominoes. He values time with his family and strives to maintain a healthy balance between his professional and personal life.
