- Alberto is the Manager of Policy and Innovation División in the Directorate of Cybersecurity of Banco de México, since Oct 2021. He Participates on the design and development of policies and regulation not only for the central bank but also for the participant financial institutions in the IT infrastructure and services provided by the Central Bank. Alberto participates in the coordination of the working group in the central Bank of Mexico that is defining the Artificial Intelligence (AI) Governance Framework, this group elaborates the Guide for the secure use of Open AI tools, Guide in how to reference IA use and content, how to Prompt, etc. Alberto was a participant in the working group on AI of the Bank for International Settlements (BIS) - Americas Consultative Group on Risk Management (CGRM), that was working on AI governance initiatives and produce the report on Governance of AI adoption in central banks. Alberto was also Cybersecurity specialist from February 2019 to October 2021. Previous to join the Directorate of Cybersecurity, Alberto was part of the Directorate of Payments systems form May 1998 to February 2019, he was responsible for the coordination, design and development of new retail payments policies and regulations for all non-cash retail payments in Mexico- Digital Payments Transformation. His responsibilities, among others included: • Project leader of the card payments systems reform in 2014 • Representative of Banco de Mexico in the Retail Working Group of the Bank for International Settlements (BIS), which published several public international reports on Retail Payments Systems. • Member, Retail Payment Systems Reform Task Group (2002-2018)–Promotion of initiatives to Digital Payments Transformation: electronic funds transfers (EFT)_SPEI Retail, automated clearinghouse (ACH) credits and debits, and point of sale (POS) debit card transactions. • Banco de México Project Manager, design, creation, and implementation of the cross-border electronic funds transfer connection with the U.S. Federal Reserve Banks’ FedGlobal. Project also includes implementing periodic program enhancements • Co-Author in several publications on Non Cash Retail Payments Systems. Alberto is an Industrial Engineer, MsC in MsC Cibersecurity, MsC, Administration, decision-making, organizational behaviour, and optimization. Currently he is studying the third Module of the Oxford Executive Diploma in Artificial Intelligence for Business at the Saïd Business School at the University of Oxford.
